This is used because the color is not projected by light, but relies on exterior light to reflect off of the media on which is printed to produce a certain perceived color. When you're looking at a printed image, that is a subtractive color model most often produced by CMYK (Cyan, Magenta, Yellow, & Black or "Key") systems. In that model, green is a primary color and magenta is the opposite of green. That means that pixels of light are being told to emit specific tones to produce the colors you see. The screen you're looking at now is RGB(Red, Green, & Blue) projected or additive color. Green would be the mixture of yellow and blue and so red would be the missing element in that pure form of talking primary and secondary colors. It sounds like you're framing your question in terms of mixing paint as an artist would using the traditional color wheel. It depends on how that color is being produced as well as the particular hue, but for any tone in any color model, there is a complementary color (read "opposite").
